I've just received a letter from the DWP with the heading 'Your Disability Living Allowance is ending.'It says that if I want to claim PIP, I'll either have to telephone them or use a text phone number, before the deadline.However, I've not had a text phone for a long time because it was very unreliable, I prefer to use e-mail. ,So how do I claim?

It will help, but annoy lip-reading tutors I expect or anyone else who extols the virtues of lip-reading as anywhere near 100% effective or even viable in most part. Like any deaf or HoH assist, effectiveness depends on the person not the mode. BSL is not deemed effective deaf communication either in many areas, it 'works' only in that the system takes it as 100% because the 'client' asks for that support, it is the only way they can proceed with any certainty. Lip-reading effectiveness is almost impossible to assess, mainly because we are all poorly skilled or even never taken the course of it, mainly because there is no qualification to be gained via current classes which would assess that effectiveness. It is also hampered by us saying we lip read more than we actually do. In that context the systems should understand the fact we can use sign or can lip-read a bit is NO guide to them via the assessment, that can only be done via testing the person without support, such tests would put huge strain and stress on the individual but the only way to determine things. BSL and lip-reading are 'assists' to following speech not a cure for not hearing. Lip-read a bit sign a bit, that's it, no guarantees.
