I am confused about what the following means ... "if your hearing loss reaches at least 70dB in both ears". Does that mean the average over all frequencies or the frequencies I hear best or worse?

Thank you for your response. For some reason, I could not log in to reply to your post but things seems to be back to normal now.
I am referring to the Transport Act and how it states:
". People are generally regarded as having a severe hearing loss if it reaches 70-95 dB HL and a profound loss if it reaches 95+ dB HL."
