I am confused about what the following means ... "if your hearing loss reaches at least 70dB in both ears". Does that mean the average over all frequencies or the frequencies I hear best or worse?
Anyone with thresholds between 0 and 20 dBHL across all the frequencies is considered to have ‘normal’ hearing. The greater the threshold level is – in dBHL – the greater the hearing loss.

I am referring to the Transport Act and how it states:
". People are generally regarded as having a severe hearing loss if it reaches 70-95 dB HL and a profound loss if it reaches 95+ dB HL."
